**Your Role and Responsibilities**

IBM’s Truven Analytics, part of Watson Health is now searching for a Technical Delivery Leader to join our team.



As the Delivery Leader, you will serve as the single point of accountability for the technical implementation, ongoing operations and maintenance of an enterprise data warehousing solution in the government health and human services market.



Responsibilities include implementation planning, staffing and overseeing the business analyst, architecture, design, development, testing and operations functions building and delivering IBM Watson Health solutions. You will ensure that functionality is implemented to meet contract requirements and change requests on time and within budget constraints while enforcing technical delivery best practices and other standards established by the organization (i.e. development lifecycle methodology, requirements management, architecture/design, development, quality assurance/quality control, and operational readiness).



You will work directly with the customer, account/contract management, internal teams and third-party vendors to ensure success for the program while providing status and key performance metrics to internal/external stakeholders and executive sponsors.



Key responsibilities include:



+ Accountable for the technical design, development, deployment and operations management of complex technology solutions. Provide leadership and direction for solution requirements analysis, architecture, design, development, testing and operational readiness.

+ Implement and continually improve processes for the technical architecture for delivering analytic, business intelligence and enterprise data warehouse solutions.

+ Provide oversight over resource allocations required to meet project demands, adjusts resource plans and resource assignments as needed to adapt to project changes, ensuring staffing levels align with project and budget

+ Make leadership decisions that are impactful to the project and ensure overall project success

+ Articulate the technical architecture, roadmap, and solution details to the client, internal/external stakeholders and executing sponsors; able to communicate in depth with both business and technical audiences

+ Knowledgeable of IBM product offerings and roadmap and can apply them to business needs identified by the customer.

+ Demonstrate expert knowledge across program management methodologies and processes.

+ Provide oversight and support on emerging best practices for technologies, including cloud, data warehousing, analytics and data integration.

+ Communicate with and maintain excellent working relationships with internal and external stakeholders to ensure program status and strategic direction is understood, and client and internal expectations are effectively managed.



**Successful candidates will possess:**



+ Demonstrated track record of successful implementations of a complex technology platforms for a government Health and Human Services agency

+ Proven ability to drive deliverables thru life cycles in a structured environment

+ Track record of successful communication skills and ability to translate complex technical issues to a non-technical audience

+ Demonstrated effective interpersonal ability to collaborate with technical teams, delivery managers, project management, client management and customer stakeholders and drive consensus

+ Financial management skills to develop and manage to a cost case, including labor forecasting and infrastructure and software investment and maintenance expense planning



**Required Technical and Professional Expertise**



+ 7+ years leadership experience in a related large-scale IT solution delivery/implementation including hands-on management and technical expertise within both Agile and Waterfall development lifecycles

+ 5+ years experience in staffing, directing and developing technical delivery teams

+ 5+ years of practitioner experience architecting, designing, developing and maintaining complex technical solutions



**Preferred Technical and Professional Expertise**



+ 7+ years managing delivery of large-scale enterprise IT projects for a Health and Human services state government agency (such as Medicaid, MMIS, etc.)

+ 7+ years’ experience managing delivery of large scale EDW (Enterprise Data Warehouse), analytics or business intelligence solutions
